In a medium saucepan, melt 1 tablespoon of butter over medium heat. Add the minced garlic and sauté for 1-2 minutes, stirring constantly, until fragrant and golden.
Cook the Rice:
Add the rinsed rice to the saucepan and stir to coat it with the garlic butter. Toast the rice for 1-2 minutes to enhance the flavor.
Pour in the broth or water, add salt and pepper, and bring the mixture to a boil.
